In 1980, the National Sports Council (CND) structured state league sizes by their population and established that Rio Grande do Norte state should have a First Division of only six clubs. Considering that RN 1979 State League had 12 clubs, there had to be a downsizing. Thus, 6 of the 12 teams (ABC, Alecrim, América, Baraúnas, Potiguar/M and Potyguar/CN) gathered and proposed that they should form the new First Division, based on the fact that they had larger fan bases and thus could generate more income to the league. The proposal was accepted and the other teams formed the 1980 Second Division. From that point on, the former and amateur Second Division, which did not promote teams to First Division since 1971, became an amateur league unrelated to the professional divisions. Em 1980, o Conselho Nacional dos Desportos (CND) estruturou o tamanho dos campeonatos estaduais baseado em suas populações e estabeleceu que o RN deveria ter uma primeira divisão de apenas seis clubes. Baseado no fato de que o campeonato de 1979 teve 12 clubes, uma diminuição se fez necessária. Dessa forma, 6 das 12 equipes (ABC, Alecrim, América, Baraúnas, Potiguar/M e Potyguar/CN) se reuniram e sugeriram que eles deveriam formar a nova Primeira Divisão baseado no fato de que tinham mais torcedores e poderiam gerar mais renda para o campeonato. A proposta foi aceita e os demais clubes formaram a Segunda Divisão de 1980. Dessa forma, a antiga e amadora Segunda Divisão, que não promovia times à Primeira Divisão desde 1971, se tornou um campeonato amador não relacionado com as divisões profissionais.
