If less than four clubs qualify as 1st or 2nd in phases, the best clubs in overall league standings qualify. - Points system: - 3 points for wins - 2 points for draws with goals - 2 points for goalless draws won in penalty kicks - 1 point for goalless draws lost in penalty kicks - 0 point for losses Regulamento: - Dois turnos, cada um com três fases, mais finais do campeonato. - Primeira fase: turno único, os quatro primeiros passam à segunda fase do turno. - Segunda fase: turno e returno. - Campeões das fases classificam à fase final com dois pontos de bonificação. - Vice-campeões das fases classificam à fase final com um ponto de bonificação. - Finais do campeonato: pelo menos quatro clubes em turno e returno. However, Santa Cruz found out that two players from AA Guarany had been playing with active contracts in teams from other states. They successfully requested a spot in 1989 First Division but Guarany appealed the decision, ruling that the act from the Sergipe Football Federation president was illegal. In the meantime, matches involving Santa Cruz were either annulled or suspended. The federation ruled, then, that a playoff was to be played between Santa Cruz and Guarany. The latter did not accept the ruling and forfeited the first match, therefore the federation declared Santa Cruz champions and finally introduced them in the league, with all six first stage matches to be played before the league could continue. O Santa Cruz havia sido vice-campeão da Segunda Divisão de 1988. Contudo, o Santa Cruz descobriu que dois jogadores da AA Guarany jogaram com contratos ativos em clubes de outros estados, e conseguiram o acesso no lugar do Guarany. Contudo, este recorreu da decisão, alegando que o ato da presidência da Federação Sergipana de Futebol fora ilegal. Enquanto isso, as partidas envolvendo o Santa Cruz foram sendo ou anuladas ou suspensas. A federação decidiu, então, que uma melhor de três seria jogada entre Santa Cruz e Guarany, mas este não aceitou a decisão e não compareceu ao primeiro jogo. Dessa forma, a federação declarou o Santa Cruz campeão da segunda divisão e o colocou no campeonato de vez, com todos os jogos do clube pelo primeiro turno a ser jogados antes que o campeonato pudesse prosseguir.
