The 5ª Zona of the Campeonato Fluminense, also valid as Campos City League, was much 
longer than other seasons, causing a enormous delay in FFD's schedule. In April 1961 
Confederação Brasileira de Desportos opened the inscriptions of Taça Brasil, and the 
1960 champion of FFD wasn't defined, due to the undefiniton of 5ª Zona. With the 
inscriptions of Taça Brasil coming to an end, FFD tried to inscribe Fonseca as the 
state champion of the 1959 season, wich was denyed - CBD argued that the 
representative of FFD in 1961 Taça Brasil should be either the 1960 champions or at 
least it's runners-up. So, FFD explained the situation to CBD, arguing that Fonseca 
was already in the finals and would be, at least, 1960 runners-up. CBD accepeted 
Fonseca in 1961 Taça Brasil, and the 1960 state championship finals would be 
disputed after the national competition.

In september 1961 the decision of the 1960 season between Fonseca and Goytacaz (now 
the winner of 5ª Zona) would finally be realized, as announced by the FFD. But as 
Fonseca already represented the state in Taça Brasil, Goytacaz withdraw from the 
match, leading Fonseca to be declared the state champions of 1960.
